Reinstalling Warcraft won't help at all.
You need to start Warcraft 3 with the "-swtnl" parameter (without the quotes). This is how you do it:
Right click your Warcraft 3 shortcut, choose Properties and edit the Target field, adding "-swtnl" after the path.
If it doesn't help, then add "-opengl" parameter as well.
The swtnl forces using software T&L, which your CPU should handle with ease, unlike the integrated GPU.
For Garena :
