Will unban card unban account banned by administrator?

i started this post cause people say. unban card only unban account banned by system not administrator .is it true?Or both also working?

Unban card only unbans the account which is banned by system.
You cannot unban ur acc which is banned by admins and admin ban is just a room ban i think try pudge666's service by which u can get unbanned from room only.
